2025-26 Review of the Code of Student Conduct

Background

The University has launched a review of the Code of Student Conduct (Code). The last review of the Code and its processes took place in 2002. There have been administrative updates to ensure alignment with new policies, most recently in 2019, but few changes have been made to the Code’s content. 

The University’s Code is an essential component of the way we safeguard the rights, and identify the responsibilities, of members of our community. The Code is not a substitute for the Criminal Code of Canada or any other applicable law or regulation, but rather a tool that may be employed to protect the rights of U of T students and the integrity and safety of all University activities.   

The focus of the 2025-26 review is to undertake a holistic assessment of the Code and its processes to ensure their continued efficacy. 

Review Lead & Project Team

The University is pleased that Professor Cheryl Regehr is leading the consultations and review of the Code. Professor Regehr brings a wealth of expertise to this role, having served as Vice-President and Provost for the University of Toronto from 2013-2024. She is currently a Professor in the Factor-Inwentash Faculty of Social Work, with cross-appointments to the Faculty of Law and the Institute for Medical Sciences at University of Toronto. Her research focuses on forensic mental health, trauma and recovery, and trauma and decision-making in high stress professions.

Professor Regehr is receiving project management support from Alexis Archbold, Executive Director of Strategy, Programs & Operations, OVPS and Tom Froh, Project Manager, Continuous Improvement, OVPS.  

Consultation Process

We invite all members of the University community to share their feedback. Throughout the Fall 2025 term, Professor Regehr and the project team met with internal staff stakeholder groups who are directly involved in assessing and enforcing the Code to gather their feedback.  

Broader community consultations will take place during January-February 2026. There are various options to take part, including attending open online and in-person consultation sessions (listed below) and providing input through an anonymous online form.  

Review Timeline

  • Fall 2025 – Launch & internal stakeholder consultations 
  • Winter 2026 – Open consultation and anonymous online form 
  • Spring 2026 – Feedback summary and Code recommendations 
  • Summer 2026 – Drafting 
  • Fall 2026 – Governance approval of revised Code 
  • Winter 2027 – Implementation

Anonymous Online Form  

All U of T community members can provide anonymous feedback through an online consultation form. The online form is open until February 28, 2026 for the duration of the consultation period. 

To access the online consultation form, users are required to input their UTORid credentials. However, the form does not collect personal information and all submissions are confidential. Your UTORID is not linked to your submission.

Email the Review Team  

U of T community members can provide feedback directly to project lead Professor Cheryl Regehr and the review team at code.ovps@utoronto.ca. All messages will be reviewed by the review team.

Confidentiality

All feedback provided falls under student, staff, and faculty member and librarian confidentiality policies and any use of individual comments will be presented in an aggregated and anonymized fashion.

Accessibility

We strive to make our review process as accessible as possible and will provide accommodations for all students, faculty members, and staff as needed.
