A snapshot of progress: U of T’s mental health strategy

Inaugural annual report

Providing mental health support to the students at Canada’s largest university is an important priority and featured in the inaugural annual report submitted to the Ministry of Colleges and Universities in January 2026.   As a requirement of Bill 166, each year the University will report on its progress to improve the quality and impact of student mental health services at U of T.  

In response to the 2019 Presidential and Provostial Task Force Report and its 21 recommendations, the Student Mental Health Systems Policy and Strategy Office, which operates under the direction of the Vice-Provost, Students, was established to lead a tri-campus approach to building student services. The Stepped Care Model, endorsed by the Mental Health Commission of Canada, is the organizing framework for the U of T continuum of services that match service intensity to student need. 

Highlights

Improvement highlights include enhanced navigation and a redesigned mental health resource website, expanded health-promotion activities across all three campuses, a growing tri-campus, peer-support program, and timely access to clinical services that has virtually eliminated wait times for mental health counselling. This past year, U of T also established a second partnership with a local hospital, to better connect students who are in need of acute mental health care with emergency care in the community.
